The 1% limitation has achieved its original purpose (to force governments to cut fat) but now it is cutting essential services.  If we are going to open the subect up and go for a vote of the people, let's do it right and change the limit to CPI or six percent, whichever is less for all property taxes in all jurisdictions.  Perhaps the state legslature thinks it still has some more fat to cut (not a bad assumption) and wants to keep 1% for itself bu allow others to keep up with general inflation (even if health care costs are skyrocketing.)
