• Introduced by Sen. Phil Rockefeller, (D-Kitsap County) (D) on January 12, 2009, revises the process for the proposal for abandonment of a plan of government of a noncharter code city. Provides that such a plan shall be voted upon, or at a special election held prior to the next general election.
