• Introduced by Rep. Norm Johnson, (R) (R) on February 2, 2009, authorizes the creation of up to two statewide health sciences and services authorities, which must be located east of the Cascade Mountains and be located in counties with populations less than one million. The purpose of the program is to promote bioscience-based economic development.
