Introduced by Rep. Jim Moeller, (D-Vancouver) (D) on January 30, 2009, requires the secretary of the department of health establish a review process for determining whether a local health jurisdiction is in substantial compliance with the minimum standards for public health protection established under RCW 43.70.520 (public health services improvement plan-- performance measures). Authorizes the department to notify the state treasurer if a local health jurisdiction is out of substantial compliance and authorizes the state treasurer, upon notification, to suspend any distributions made to the jurisdiction until the that the jurisdiction returns to substantial compliance.
