Introduced by Rep. Troy Kelley, (D-Tacoma) (D) on January 28, 2009, requires the department of community, trade, and economic development to conduct a military improvement zone pilot program to authorize and promote financing tools that encourage the development of high-quality infrastructure and
affordable housing in the areas nearest to federal military bases. Outlines operational guidelines and criteria for the pilot program, provides technical assistance and grants to participating counties and cities. Provides that twenty-five percent of sales and use taxes collected in the construction and sale and use of constructing affordable housing must be properly credited to local governments and the remainder deposited in the military improvement zone account
