• Introduced by Rep. Eileen Cody, (D-West Seattle) (D) on January 27, 2009, to expand the required documentation when seeking an exemption from child immunization rules. This bill would require a notary signature for the purpose of seeking a philosophical release from immunization. The bill also requires notice to a parent concerning policies that will be followed should an outbreak occur for which their child is not immunized. In addition the bill adds a requirement of notice regarding risks and benefits of immunization. (See also Companion SB 5707).

    • Substitute offered in the House on February 13, 2009, to delete the notarization requirement for the documents that a parent must present to claim a philosophical or personal objection and adds that a parent's certification must also state the particular vaccines for which an exemption is requested and the reasons for requesting the exemption, and include a short explanation stating the strength and duration of the belief and demonstrating some understanding of the risks and benefits of vaccination. The substitute passed in the House by voice vote on February 13, 2009.

Don Cox (R) on March 9, 2009, to delete the requirement for a parent requesting a child's exemption from immunization based on philosophical or personal belief to provide an explanation setting forth the strength and duration of the belief and demonstrating an understanding of the risks and benefits of vaccination to the child and to public health. The amendment passed in the House by voice vote on March 9, 2009.
