Introduced by Rep. Brian Blake, (D-Aberdeen) (D) on January 21, 2009, to provide clarification of allowable uses of groundwater for the purpose of live stock watering. This bill provides a new definition for stock watering. In addition, the bill changes the exemption for drawing groundwater for the purposes of live stock water. The change allows a new well to draw up to, but not exceed three-hundred fifty acre feet per day. The bill also requires certain information be provided to ecology before drawing more than fifteen thousand gallons a day. (See also Companion SB 5578).

Substitute offered in the House on February 20, 2009, to delete the definition of stock-watering, the requirement for permit-exempt wells withdrawing water for stock-watering purposes to not withdraw more than 350 acre-feet of water per year, and the requirement that if the permit-exempted well owner plans on withdrawing more than 15,000 gallons per day for stock-watering purposes, the well owner must submit several documents to the Department of Ecology. The substitute passed in the House by voice vote on February 20, 2009.
