Introduced by Rep. Marko Liias, (D-Mukilteo) (D) on January 16, 2009, provides that a public employee must not be prohibited or otherwise restricted in providing information or expressing opinions to state or local elected officials, or to courts or
law enforcement, on matters of public concern, nor be subject to acts of retaliation because the employee has expressed such opinions. (See also Companion SB 5591)
