Introduced by Rep. Tina Orwall, (D) (D) on January 15, 2009, to allow capital bond proceeds to be used to pay for cost directly related to the administrative cost of the program. This would include application, review, selection, and contracting and project development. This act also removes caps that control administrative costs.
