Yet another faux emergency.  Our legislators are demonstraing once again that they have no (ZERO) concept of what an emergency is and can not be trusted with the right to proclaim one.  This is really serious because if there were a TRUE emergency someone needs to be able to proclaim one.  Who can we trust?
