Introduced by Rep. Cary Condotta, (R-Wenatchee) (R) on January 24, 2008, to include counties, cities and towns in the definition of non-profits for the purpose of hosting raffles. A county, city or town that participates in a raffle must use all proceeds, minus costs for gifts, to enhance community activities or tourism.
