Substitute offered to the House Transportation Committee on February 25, 2004, to create the new Homeland Security Account and directs the deposit of the .75 cent transportation security surcharge into the new account. New vehicles never registered in the state are exempt from the .75 cent transportation
security surcharge. The Department of Transportation is provided $145,000 for the
agency's vulnerability survey of transportation assets and emergency training. The substitute passed in committee on February 25, 2004.
Amendment offered by Rep. Edward Murray (D) on February 27, 2004, to reduce the homeland security surcharge from
seventy-five cents to fifty cents and provide a one-time transfer from the Motor Vehicle Account to the Homeland Transportation Security
Account to fund the difference between the appropriations and the revenue generated in FY 2005. The amendment passed on February 27, 2004.

2) No More TAX Increases! [by Anonymous on February 25, 2004] It is beyond compresension... The People say - "NO MORE TAXES!" and our legislatures do not hear!?!? Or don't have what it takes to understand what that means?!?! Washington citizens are nickel/dime/quartered to death with FEES and TAXES. When are our legislatures going to listen to us and "Clean-House" with performance (external) audits and CUT spending (not the imperatives-police, security, fire, - /but the wasted-unnecessary programs).
