  • Introduced by Rep. Jim Moeller, (D-Vancouver) on January 29, 2003, to authorize one additional district court judge for Clark County. This would be the sixth district court judge in Clark County. This bill was a special request by the Administrator for the Courts.
    • Referred to the House Judiciary Committee on January 30, 2003.
      • Testimony in support offered to the House Judiciary Committee on February 13, 2003, by Representative Moeller; and Ken Eiesland, Clark County District Court. They testified that the new position is needed because Clark County is the fastest growing county in the state. The population was 200,000 when five judges were first authorized; now there are 360,000 people. The need for an additional judge is due to more than just population growth; the bill will support the district court in adopting a program of therapeutic justice for substance abuse, child support, mental health, and other areas. The bill devotes resources at the front end of the court's work with an offender, which will save resources in the future. This bill is important for public safety.
        Testimony against: none offered.
    • Referred to the House Rules Committee on February 17, 2003.
  • Passed in the House (95 to 0) on February 28, 2003, regarding the district court judges. [Vote Details and Comments]
  • Received to the Senate on March 3, 2003.
    • Referred to the Senate Judiciary Committee on March 3, 2003, the bill did not pass both chambers during the 2003 regular session, so the bill automatically returned to the House Rules Committee when the regular 105-day session adjourned on April 27, 2003.
