  • Introduced by Rep. Jim McIntire, (D-Seattle) on January 29, 2003, to allow school districts to propose replacing regulatory impact fees with a tax on real estate sales. All revenue collected would be required to be used for construction and capital improvements. See also Companion HB 5558.
    • Referred to the House Education Committee on January 30, 2003, but the bill did not receive a hearing by the cutoff date so it is considered a “dead bill” (although technically the bill could become active at any time during the 2003-2004 session).
