Introduced by Sen. Joyce Mulliken (R) on January 29, 2003, to allow school districts to propose replacing regulatory impact fees with a tax on real estate sales. All revenue collected would be required to be used for construction and capital improvements. See also Companion HB 1555.
Referred to the Senate Education Committee on January 30, 2003, but the bill did not receive a hearing by the cutoff date so it is considered a "dead bill" (although technically the bill could become active at any time during the 2003-2004 session).
